Senior Researcher

Jennifer has over 20 years of experience in social services and public health, serving as a researcher, analyst, program manager, and communicator. Her experience includes serving as a Public Welfare Policy Analyst with the Washington State Department of Social and Health Services, a Planning and Development Specialist with the City of Seattle Human Services Department, and a Research Associate with a Seattle-based social services consulting firm. Within the public health sector, she worked for a non-profit community health center for 10 years, where she served as a grant/program manager and as a Communications and Public Relations Specialist, and as a Communications Specialist during the COVID-19 pandemic for a local county health department. Jennifer holds Ph.D. and Master’s degrees in American history from the University of Virginia and a B.A. degree from the University of California Berkeley.

In 2023, Just Solutions published “The Perfect Storm of Extraction, Poverty, and Climate Change,” examining the impact of policies on six frontline communities facing economic, health, and environmental challenges. The report highlights how systemic racism and resource deprivation have led to these conditions, and it evaluates how the Inflation Reduction Act of 2022 and the Infrastructure Investment and Jobs Act of 2021 might address these issues. Although these federal investments could significantly improve conditions with careful implementation, the report notes challenges such as statutory shortcomings, fund disbursement processes, and the need for ongoing policy advocacy to ensure a Just Transition for BIPOC and frontline communities.
