Climate Impacts, Community Harms, and the Gulf South Epicenter
Carbon capture, utilization, and storage is expanding rapidly, driven by federal tax credits and public subsidies. Yet its climate benefits remain uncertain, while its risks fall heavily on communities already burdened by fossil fuel and petrochemical pollution. The Gulf South—especially Louisiana and Texas—has become the center of this buildout, with more than 60 percent of proposed fossil fuel-based CCUS projects located in the two states.
The report examines how CCUS may prolong fossil fuel dependence, increase local pollution, add hazardous pipelines and storage infrastructure, and direct potentially hundreds of billions of taxpayer dollars toward an unproven and weakly regulated climate strategy.
