Khanh Pham (she/her), Senior Fellow at Just Solutions, also serves as State Senator for Oregon Senate District 23. She first joined the Oregon State House in 2021 and was the first Vietnamese American legislator in Oregon’s history. Before joining the legislature, she worked as a community organizer for environmental justice, helping to pass the Portland Clean Energy Fund. In her time in the legislature, she has championed bills to advance immigrant and racial justice, affordable housing, transportation, climate justice, and a healthy, inclusive democracy.
